The long obsession with pollution caps, targets, and timetables has produced legislation that, in the name of reducing greenhouse gas emissions by 20 percent by 2020, will allow regulated industries to emit as much as a third more carbon in 2012 than they did in 2005 and close to 10 percent more in 2020."
