It appears, however, that WCG will receive direct payments in lieu of tax credits for up to 30 percent of the cost of the wind farm.It is unclear whether the White House was aware that it was doing the Carnahans no favor by drawing renewed attention to the project. As I have read through the Patient Protection and Affordable Care Act of 2010 (PPACA, aka ObamaCare), I have been repeatedly struck by the disregard the law has for patient privacy. Time and time again, the PPACA authorizes the federal government to obtain information about patients directly from their health care providers. A particularly vivid example is Section 4302, 'Understanding Health Disparities: Data Collection and Analysis.' Section 4302 literally opens up almost every medical record in this country for government review and data collection. Let's go through the section with an eye towards patient privacy issues:"

Starting Thursday, insurers officially must adhere to about a half-dozen key changes under the law, including eliminating co-payments for preventive services and allowing children to stay on their parents’ insurance policy until their 26th birthday."

At a backyard town-hall meeting in Fairfax, Va., Monday, President Obama explained why Christine O'Donnell was going to beat Mike Castle in the GOP's Delaware Senate primary:
'They saw the Recovery Act,' he said. 'They saw TARP. They saw the auto bailout. And they look at these and think, 'God, all these huge numbers adding up.' So they're right to be concerned about that.'
Of course Mr. Obama was speaking generally about the public mood. Let's call it his 'generic' explanation for the current voter impulse to wipe out GOP incumbents now and Democrats in November."
