There are only two options for reducing labor costs and redirecting health care services. Neither option is under consideration.
The first option is a government-controlled single-payer system. Such a system can effectively exercise power in setting payment rates for providers and dictate who is eligible for which services. The fragmented system contemplated in the various reform options before Congress cannot accomplish either. Current political realities negate this option as being feasible.
The second option is to empower the consumer to discipline costs and redirect care. Just ask airline pilots who now earn half or less their pre-deregulation salaries about the disruptive and dislocating influence informed consumers have exerted on over-priced labor costs within their industry."
