Massachusetts U.S. Sen. Scott Brown is still weighing whether to support a major nuclear arms control agreement with Russia.
The New START is a replacement for a Cold War-era treaty and must be ratified by the Senate.
Efforts to ratify the deal by December hit a snag Tuesday when Sen. Jon Kyl, the leading Republican senator on the treaty, said the pact shouldn’t be considered this year."
